It's gonna be a mess. I have not done a real investigation into Florida in terms of what homes are completely uninsurable by virture of the hurricanes, but there is a lot of high end stuff there. 9th ward is far from the only place that has not bounced back.

uninsurability will be a huge confounding factor, I suspect it will look something like LA's flood insurance and / or the national flood ins program where its somewhat state run, but will come with so many caveats very little gets rebuilt, again much like in NOLA at first. They had to back off some of the insane requirements to get things moving.
