When you search for shoes in Google, they can sell shoe ads based on your search history. If you're logged into Gmail or Hangouts, those searches become part of your Google Analytics, you could now see shoe ads appearing in gmail.
The ISPs lobbied that this is unfair, they'd like a piece of that targeted advertising as well. They get to see all of your URL traffic, not just your Google searches so they can get an even more accurate profile of what you're into.
Under the rules Obama had passed in October, ISPs would have to get your consent - you would've had to opt into letting your ISP sell your entire browser history - before they can give that data to third party advertisers.
Trump & Company have now gotten legislation passed that automatically ops you into letting Verizon, Cox, Comcast, etc sell your browsing history to advertisers. Look for information on cancer? Enjoy some medical ads. Look for information on divorce? Have some attorney ads. Anything in a URL you browse can be sold.
Those Eastern Europeans who send you phishing scams and adware? They don't even need to write malware anymore, they can just buy the info from your ISP.
You'll have to go find your ISPs data sharing options and opt out of as much as you can but under the new rules it looks like they can create new opportunities that you'd be automatically opted into because they no longer need your consent.
I'm really interested in how the movie and music studios will try to buy the information of anyone using torrents or YouTube stream converters to then sue them for infringement.
