Dirt bike seems like the best option. You can get road legal ones for short trips and also easily tow them with anything. I'd buy one if I had friends to ride with around here.

Wow. Illinois doesn't have any of that, either. The level of beaters here is Plastic garbage bags and duct tape is a common replacement for a busted side window and red cellophane tape for a broke/missing tail light lens. And we only have to do annual emissions inspections once a car reaches a certain age.
Emissions is a different story though. Why do I have to test a brand new car off the lot? Should be exempt for 2-5 years.

Reading about it, there's no reason you couldn't build an offroad one to be good offroad and on the track (with wheel/tire change obviously).
Street legal. Could be upgraded to Ellis. Cheap. This checks every box.
I will very seriously consider this after the garage is done. I'd drive this thing on the street more than I drive the I bet.
