The mileage proves that it wasn't driven in many winters, . Finding a Meatchicken car that wasn't driven in the winter is win on so many levels. Usually if someone's rich enough to do this, they go no expense spared on maintenance and whatnot.

Smog COULD be an issue, doe. There aren't enough people here to impact smog, so we don't have smog testing. No guarantee you can take it straight to your local smog place and it pass on the first try.

Old luxo cars as a first car is a terribad idea, we discussed this already. Get her a buick with a 3.8 V6 or anything with that motor from GM. Impala etc. It'll be 4-5k, readily available and never break.
What are you going to drive if you give away the tahoe? And how much have you driven the GS

My sister has a 2006 Malibu MaxXXX that my dad leased for her new when she turned 16. She still has it...
The car has been neglected beyond belief. Just ticked over 200k miles and continues to go strong.
A basic cheap "no frills" American car is a great first car IMO.
