I dunno. I feel like all these issues can somewhat fix themselves if everyone worried about being the best person they can be at an individualistic level. All of the bad that goes on at the top is the by-product of a "trickle-up" concept that just magnifies humanistic nature in the form of selfishness and greed. Doesn't always make it right, but at the end of the day we are animals. We will show signs of selfishness, we will show signs of greed, and we will act upon those differently.
I just try to be a betterment person than I was yesterday. Use that influence for those around me, and then hopefully it multiplies.

In the USSA no one smokes anything most of the time without a governing body first allowing you to do so. Cigarettes and marijuana for example are both heavily taxed or illegal in the US.
