It wouldn't matter because people change. Just like any certification or test. Pass then be shit later. A more difficult driver's license test and more strict gun control would hardly prevent any accidents. Events in people's lives influence change which isn't always a good thing. No background check and psych evaluation can prevent someone losing it and going on a shootout. People lose their jobs, get cheated on, and lose people they love. Not to mention other horrible things. Not all bad parents start out as bad parents. It goes the other way as well. Some great parents used to be bad parents.
